This is a Walthers 933-3154 HO Scale Pier Add-On Structure Building Kit.

Additional Deck Section to Expand #933-3067 (Sold Separately) Create a longer pier for your HO Scale waterfront scene by combining this kit with the Pier & Traveling Crane (933-3067, sold separately). The model includes additional pier sections, identical to the parts included with #3067, with molded plastic rails for the traveling crane along with grooves for Code 83 or Code 100 rail, sold separately. All parts are molded in color and complete instructions are provided. When assembled the pier is 5-1/2 inches wide, 12-5/8 inches long, and has a height of 9-1/8 inches.
